First things first, you need to figure out WHAT kind of turtle you have. A land turtle in a water environment or vice versa can cause SERIOUS health problems for the animal. If he's opening his mouth and making noises this is a BAD SIGN. Turtles and tortoises do not have vocal cords and DO NOT MAKE NOISES!! I agree with the above post saying pneumonia, but it could very well be some other type of respritory problem. Take him to a vet or at the VERY LEAST a local turtle breeder or university OR IF NOTHING ELSE a knowledgable REPTILE SPECIALIZING pet store.
NOW.
Edited to add......
Don't just take guesses as to what kind of turtle this is, people, there's not even the slightest description of it in this post. It could be ANYTHING.

OK, this might seem like a dumb question, but I have to ask it--why would anyone obtain a pet and not even bother to learn what species it is?
Like some others said, your turtle needs a vet. Reptiles are as capable of feeling pain and distress as the warm fluffy pets. Even though some baby turtles are cheap pets to buy, no animal is cheap when it comes to medical care. They still need vets when they get sick. Your turtle sounds as if it's having respiratory problems. Please get him the care he needs. Your vet can identify the species of turtle you own and tell you what their feeding and environmental needs are. You might just be suprised at what it takes to maintain turtles decently.

Hi. Are they the same type of turtle? My friend had a turtle that was a water turtle (never knew it) and he kept him in a semi-dry climate. He brought the turtle to the vet who told him it was a water turtle. Upon putting sitting water in the tank the turtle perked up and lived a happy, healthy life for many years. It sounds like this turtle is out of his element. If you or your parents can afford it, bring him to a vet. If not, are you near a college? The herpetology (study of reptiles) department professors will help you for free.

Your turtle has pnumonia, take it to an emergency vet, it's not being kept warm enough and is probably a painted turtle, put it on a warm towel, and rush it to a vet. Or it will die. Then learn how to take care of them

If its green with red on its neck , its a red ear slider ! They live in water !You canset your tank up with just water, or make it land and water ! try feeding it bloodworms or tiny pinhead cricket ! And they actually sell a food formulated for red ear sliders !
