You dont have to wear a hair net if you dont have any hair. When my husband was a chef he used to shave his head so he didnt have to wear one. He did wear a hat though to soke up the sweat, It gets really hot in the kitchen.

All chefs taste their food before serving. If they are bald, could it be something to do with their cooking?

They should still wear a hat, to stop both the sweat and particles of dead skin falling into the food...
I worked in the cooked meats room in a pork pie factory once, and I had a big beard at the time... and I had to wear a beard net! Incredible! and do you know what the best thing about it is? The name of the beard net... it is called a 'snood'. Great.

its kinda weird...

Yes they do cause they could sweat on the food or they could have dry skin that could fall into the food. If they didn't I wouldn't want them cooking my food would you?
