Nope. A 12 yr old shouldn't be allowed to wear heels. Even if she's 6 feet tall, she's still only 12 years old and shouldn't be in grown women's heels.
A tiny kitten heel would work because 12 years old is a bit too old for flat, little girl shoes, but still too young for heels. A Kitten, Sabrina or chunky heel is great; especially if it's a special occasion.

It can be once in awhile for special occasions, but it should not be daily. A 12 yr old is still growing. That means everything is still elastic--the bones in feet and legs, the muscles, and the tendons that tie everything together. If a young girl wears nothing but heels for years, all of the bones, muscles and tendons of her feet become deformed. So much so, in some cases, that she will be UNABLE to stand comfortably on a flat foot, without surgical intervention.
Save yourself the grief and save those heels for only occasional use!

She wants to wear heels because she is aspiring to be a feminine and pretty woman. It is basically the reason why all kids play. By all means let her do it. She will build her identity as a woman and if she is successful she will grow up with self esteem feeling good about herself and her femininity.
Do not take that simple pleasure away from her.

modest heals, I used to wear clog-ish shoes when I was in 5th grade everyday to school at a Catholic elementary school, although I was the only one no one thought it was tacky or "too sexy", in fact it wasn't sexy at all it was only because I was overweight at the time and the only pants that fit me were too long. But some heals are not 'sexy', some types of kid faux-leather boots have slight heals (less than 2 inches) that look cute under a cute pair of jeans. Certain heals are cute and still childish, but certainly a 12 year old should not be parading around in hooker-heals

No a little too young. There's a Mexican tradition that at a young girl 15th birthday party (instead of Sweet 16, they have a quinceñera) a girl's father will help her change into heels from flats as a sign that she is now a young woman. This means she might also be able to date, shave her legs, and be given more responsibility.

I don't think a girl has to be a certain age to wear heels. As long as you can walk in them. And if it's not you it's someone else who wants them and you don't think they can then tell them to do jumping jacks in them and if they can then they should be allowed to get them.
[my friend really had to do jumpingjacks in heels to prove to her grandma that she could wear heels lol]

I don't see why not.... they have cute small heels she can probably wear, just make sure she does not hurt her self by trying to walk in "tall" heels. I think it would be fun teaching her (:
