I'm sorry that my answers do not fit into your format. The war began in Aug. 1914. Wilson won re-election as President in the election of 1916 on the slogan, "He kept us out of war!" U.S. public opinion turned slowly against Germany as the years went on. The reasons were perceived brutalities in warfare in Europe and unrestricted submarine warfare. The event that brought the U.S. into the war was the Zimmerman telegram. Zimmerman was the German foreign minister. In 1917, he sent a telegram to the German ambassador in Mexico City, which was intercepted by the British and decoded for the Americans. The ambassador was to offer Mexico an offensive and defensive alliance against the U.S. Mexico was to invade the U.S. from the south and be rewarded by recovering territory lost in the 19th century. Germany would wage submarine warfare against the U.S.

The first one I know that the US at the beginning of WW1 was following an isolationist policy ie. they cared only about their own country and didn't want to interfere in a European War of any kind so I would guess (d)? Not sure though

The second one is definitely (c). Woodrow Wilson wanted to make peace and believed that the US would save Europe from war. His 14 points expressed the ideal world that he would like to form
