Bird watching, shell collecting (if you live near the seashore), wood carving, drawing/painting, and flower pressing are all extremely inexpensive hobbies. Jigsaw puzzles are time-consuming, which is a good thing in a hobby, but they take up a lot of room when they're finished.
You could take up knitting, quilting, or other needlecrafts--a lot of people, guys and girls both, knit or crochet sweaters for needy kids (through www.guideposts.com/sweater), knit afghans for the Warm Up America Project, knit prayer shawls or "chemo caps" for cancer victims, and sew quilts or blankets for Project Linus. Or you could get involved in Habitat for Humanity, if you're any good at woodworking or house-painting.
I'm really not trying to advertise any particular charity--I just think making the world a better place is the best thing you could do with your spare time. Google some of the projects I've mentioned, or others you like, and find one that matches your talents. Good luck!

A step up from basic drawing may be cartooning.
Either check on-line for free info, or go to a bookstore (even a used bookstore), and pick a book you'd like to follow. With minimum supplies you can develop a nice skill. If you have a sense of humor, then go for funny cartoons. If you prefer a more action type appraoch, try to develop a graphic novel...this would be especially good if you're into fictional reading.
Any other hobby I can think of requires some kind of $$ to at least get started.

If you are good with your hands and have patience you can look into model making.
There are many good websites on it and many subjects to choose from.
This would require for you to assemble small pieces into a whole and painting it. Some people take it a bit further by researching the subject and super detailing it or making dioramas with them.
