I'm guessing for e you meant Brown eyes but this is as simple as you can get in genetics.

Punnett squares were never my thing. Are you sure you typed the question correctly? If the female shows the recessive traits, she can't be heterozygous, she must be homozygous for the recessive traits. If she were heterozygous, then she would show the dominant trait, since the dominant trait is present and is "dominant" over the other trait. Dihybrid cross between a heterozygote and a homozygote (recessive):
a) 4/16 = 1/4 = 25%
b) 25%
c) 25%
d) 25%

use a dihybrid cross:

results: 25% blonde blue eye boy
25% blonde brown eye boy
25% brunette brown eye girl
25% brunette blue eye girl

50% chance by, 50% girl, do a dihybrid cross and find that 4 boxes apply to each. since there are 16 total boxes, 16/4 = 4, so 1/4 of each
