The State Department outed a CIA employee not agent, not the Executive branch. They were trying to counter Wilson's unfounded allegations that appeared in the NY Times.
What is the crime, a deputy's memory? Could you remember what you said to 25 or so people during given day off the cuff?
What about all leaks by the Times that hurt national security? Why is there no special procurator?
