Wilson's peace plan was:
a - not accepted in the US Senate or by the European leaders.
b - accepted with reservations by the US Senate, but not at all by European leaders.
c - ratified by the US Senate, but not accepted by European leaders.

The answer IS "D".

I've taught AP U.S. History for twenty years. The Republicans at home led by Henry Cabot Lodge fought long and hard against the League of Nations and finally had it defeated. Europe was understandably reluctant to adopt it once they knew the United States was out since they knew the League would now be as stable as a four-legged table with only three legs.

d) The League of Nations was founded. The U.S. Senate never agreed to anything. Wilson apparently had a stroke and did not function during the critical years of these negotiations.

I should like to be corrected on this if other Answers experts can help.
