Do you mean "do normal people think goths are freaky", or do you mean "do goths think that becoming goth they'll freak people out?" The answer to both, in my experience, is no.
For the first one, you'll run into the occasional joker who mentions that it's not 1860 anymore/ halloween yet, etc. But obviously if they feel comfortable enough to say that, then they're not all that bothered by the goth they're saying it to. And for the most part, my friends and i recieve compliments from sources you'd think would be pretty unlikely. So for the most part, non goths seem to think goths are either funny, or all right.
As for the second, oh sure, you get the occasional kid who thinks this'll really bug their parents, but they generally get over that pretty fast as they discover that they like dressing this way, reading these books, and listening to this music, and wish people would quit pestering them about it. And eventually, people do.

No more then liking films like Underworld with Kate Becendale.
Goths are cool.

If they do, they haven't said anything.
People are usually very friendly to me when I'm out in public.
Then again, I'm not very over-the-top with my appearance.
