I think there must have some regsitry errors and spyware in you PC to slow it down.
You need to try a registry cleaner to clean you PC.
Every time you install and uninstall software on your computer you create junk in the registry.You need to scan and clean your PC with registry cleaner.It is a powerful and useful tool to elinimate to the clutter and junk that builds up in your PC's registry from installing and removing programs, creating and deleting files and surfing online.Without regular system tune–ups, it's very likely your computer will slow,crash, full of error messages,leaving you with a costly computer–mechanic bill and lost data.

All great advice here to help speed up your computer. Just a couple additional things that I think should help prevent future slow downs and may help correct what is wrong now.
# 1 - If you have performed all the steps that other posters have mentioned and you are still bogging down, try using an additional browser. I had problems with IE 7 as well, now I keep IE and only use it when I absolutely have to. Mozilla Firefox is amazing and really fast. Best of all, it really cuts down chances of getting infected these days. The majority of it comes through the browser and MS is notorious for it's security issues. Open source browser is so much safer and Fire Fox is # 1. I haven't had any spyware, malware, viruses, etc. since using it. It also offers more functionality through extensions you add on and my PC is running much better. Highly recommend it!!!!
# 2 - Windows could be wonky. You can try repairing windows by running your windows install disc. You put the disc in, enter your product key. Go through all the steps to the window where you re-install. DO NOT RE-INSTALL, rather go to the step...... "repair windows". This often fixes many of the problems that occur overtime and may help in your situation. Note - (When doing this, make sure you uninstall IE 7 first, IE 6 will re-install on start-up. Also uninstall Firefox if you have that running)
# 3 - Try using a utility that cleans up all the windows crud left behind, such as Webroot Window Washer. Frees up a lot of space on your system and great to have when you reformat.
# 4 - If all else fails. Back up all your files and re-format your computer and re-install all your programs. When finished it should run as it did right out of the box. Re-formating should be done once a year or two.

You have probably have attracted alot of spy and adware on your computer from visiting alot of sites. Also apparently some stuff that you allow , you don't realize that you are "allowing" when you get on to a site etc.. When you "allow" this then your antispy ware won't recognize it. Spometimes when you remove programs some of the stuff lingers that you think is gone. I had a computer guy come and spend 41/2 hours getting rid of stuff that was clogging my computer and then he tweeked it so that it wouldn't "pick up" stuff. I don't know what he did but he went into places on my computer that I wouldn't even know how to get to. He also downloaded "spyware blaster" for me and I already have spybot . He told me that I should use both. One you have to download updates regularly and run it for a check of your system the other does some stuff automatically. Hope this helps. I am finding that since I got explorer 7 that my computer has slowed right down.

If you have windows XP, do the following.....
Start, open My Comptuer, right click on C drive, and select properties. Select Tools, and click on Check Now.
Select both options and then the next time you turn on your computer it will run a full scan disk.
What programs did you add to your computer?
Have you looked at how much free space is left on your hard drive?
Try emptying your recycleing bin.
Try also running a virus scan of your computer and if all else fails, see if you can't reboot your pc, pressing f8 and selected Last Known Good Configuration.

Use system cleaning utilities such as ccleaner and toniarts easycleaner to clean out unneeded temp files and registry entries, scan for and remove spyware and viruses. Go into MSconfig to stop unwanted programs from starting when Windows starts up and when all else fails add more ram.

It depends on a multitude of things. Processor Speed, Amount of RAM, Speed of Ram, Hard drive space left, The PC could be overheating and as a result slowing down. Without that exact info..it's a bit hard to diagnose.

u need to get a virus remover. & do this to: Click start > run > type 'msconfig' , click the startup tab on the right hand side, > click 'DISABLE ALL' then 'APPLY', then 'RESTART' that should help alot. after doing that and a virus remover, if it doesnt help, u should get more ram. but not b4.

OMG definite! in the Hannah montana action picture! (dont ask) we've been only there to make exciting of it. So on the top of the action picture i stood up in any respect started a sluggish clap. It grew to become into outstanding! everyone did it! i grew to become into so proud!
