why do bad actors get picked for shows like the one one the suit life of zack and cody?

Disney pay scale. Good actors can get more money working elsewhere.

That leaves those just starting a career, or really bad / desperate, or (rarely) those so rich they can pick any work they want.

Because Disney Channel is like the Admiral's Club for bad actors.

cuz the disney channel has no worry about its human shows it is more about its cartoon works
