The PCM has determied that the warm up catalyst efficiency for bank 1 is below threshold for the current engine operating conditions. ( Bank 1 identifies the location of cylinder #1, while bank 2 identifies the cylinders on the opposite bank )

let me guess between 200 and 2000. type of car and engine would help to narrow it down just a bit.

Once a CATALYTIC converter goes out, it's done. A new one can be fairly expensive, $300-$500 or so. You can buy a used converter but, you never know what you're getting.

The catalytic converter is not defective. You need to submit some codes and maybe someone can diagnose the problem. Sounds like a coolant temp. sensor.
