This is a tricky question. Of course God cannot commit "murder" in the sense that he is taking someone's life since all life is His. How can he take what is His to begin with. Of course God has caused natural death fo come upon all inhabitants of earth through the normal wearing out of the human body. He also destroyed all but eight people at the time of the flood. He destroyed armies of the Egyptians in the Red Sea, he wiped out the inhabitants of many wicked cities. But of course it was Satan who led those people into the paths that ultimately led to their demise. So if you are looking early on it was Satan who led more people to death. But if you are looking at the actual process it was ALWAYS God since Satan does not have the power to take human life.

Human beings, of course! We have repeatedly misinterpreted the word of God, either deliberately or out of ignorance, to accomplish our own selfish ends. And this continues to this day! We still don't get it! Thou shalt not kill! Isn't that one of the 10 Commandments? And, then there's the Jihad, the Holy Wars in the name of religion, how convenient to have such murderous actions sanctioned in the name of their God? Mankind has both sides to his nature, the good and the evil. We manipulate and choose according to our needs and desires, those among us who live without a code of ethics or morals. And we confirm our Lord above condones these base actions. It is just a mechanism to relieve guilt over such behaviors. And we convince ourselves that we are right in so doing. And on we go! We look to nature to justify our killer instincts as well. It is survival of the fittest! But, there is one sad aspect that has been overlooked by man. God endowed us with the capacity for intelligence and understanding above that of the animal kingdom. We stand alone as the only species on Earth that possesses this ability. God must be very disappointed that we are continuing on through time to not access our wealth of intellect or are caring much to follow our vast array of religious codes of conduct. He will watch us self-destruct and one day, we will all be history, and the world will be at peace again, filled with only the birds and the bees! We will be as extinct as the dinosaurs!

I would think that flooding the world would be the #1 killer... although God flooded the earth to rid it of its sinners and that was caused by satan. I think they go hand in hand in killing.
