The thing to look at is the nervous system...If it has a brain and a spinal cord with nerves extending from it, I think it would be a pretty safe bet to say that yes it could feel pain. So, snakes and fish are in. Does it only have a nerve net and can grow a second head if partially split, like a planaria can, then I think you are safe that pain isn't really high on its nervous system abilities.

They would have to otherwise they would go extinct. I was once photographing a wild rat snake. It wouldnt hold still so I kept pickin it up and setting it down so it would sit still and it kept tryin to get away. So I held it to the ground with my hand and it immediatly bit. I think I pressed it to hard because the numerous times I repositioned it, before and after the bite, it never tried to bite me. I hurt the snake, it felt pain and reacted.

The other day I was watching nematodes (tiny tiny, literally almost microscopic white worms) crawl on my tank glass. One fell and landed on the back of my 7 inch goldfish. The goldfish felt this tiny creature and went nuts scraping against a rock to get it off. If the goldfish had nerves enough to feel something so tiny through her scales, do you think they could feel pain? Obviously.

Yes. All living creatures do. Otherwise they would have become extinct.
Leprosy is a disease where the nerve cells die off, that is why people with it are disfigured and die. They don't feel any pain and get hurt really bad and don't even know it.

As they both have nervous systems, it would be reasonable to expect that they can indeed feel pain.

Yes, I accidentally scratched my snake once with my ring and he flinched and went into his hide. He never flinches with me!
