I would certainly report it. If your child is upset, than it is worth it. Can you talk to the principal? Even your child's teacher? I would take some kind of action because obviously its upsetting your child. If someone is acting like that in the schoolyard than they should not be working around kids.

No one has the right to yell at anyone elses child let alone plucking at their ear and blowing whistles, this is called bullying and is intolerable and should be reported until something is done.
The security guard is employed and paid to keep the school secure not spend his working time watching movies, the lap top should not be allowed during working hours.

personally, i have no problem with someone yelling at my child (provided it was valid, and they deserved it), but the ear thing and those things, i would report it all in a heartbeat.
in my schools (i have four children and they go to 3 different schools [different grade levels] they all know me, and part the sea like moses for me. they cant stand me because i do report them, all the time. i dont care what they feel about me personally, provided they teach in a positive lawful manner.
i am a child advocate and i pizzz people off :)

rule #1, the principle is always full of crap; they tell you what you want to hear, do nothing and cover up their 'friends' behaviors. if its a lunch lady he/she may not cover her actions up, but if he/she is friends with them, you bet your bottom dollar they will.
rule#2 go to the superintendents office of your schools district. report your concerns. they usually do something about small complaints. its the big complaints they ignore.
email me if you need info, but if not, just report her to the superintendents office. tell them if she touches your child let alone even looks at him crooked your going to the state... that'll make her watch her p's and q's.
