The mouthpiece makes a sound. It travels through an expansion chamber, which is the horn. The keys let the sound escape at varying wavelengths, changing the tone. The keys make the horn longer and shorter, as needed, thereby changing the notes.

Keys on any woodwind instrument function this way:
The distance the air travels through the horn determines pitch so by closing and opening the keys, you are either shortening or lengthening the distance the air has to travel, changing the pitch.
