A four-year BA normally is also called an honours program. In an honours program you study one subject in more depth than a three-year program allows.
Most people who take the four-year program go on to post-grad work in that subject, to get their master's or doctorate. A three-year BA normally means that a later master's takes a year longer.
You can usually wait till the end of your second year before deciding whether to take a three- or four-year program.

There is no difference, it's all the same program. There is no accredited Bachelors of Arts degree that is a three year program.
Accredited degree programs are all predicated on required credit hours, and it's up to you, as far as how long you want to, or have to take.
In a normal school year you have two semesters, and this is over 4 years. In effect you have 8 semesters in total. By going in the summer, you can effectively take classes for three semesters a year. This way you can cover your 8 semesters by going 3+3+2, thereby graduating in the third year.
That is the only way you can earn a BA in three years. And frankly, I've never heard of anyone doing it! I'm sure it has, but I'm not aware of it. I have known a few people that have graduated in three-and-a-half years, but I know a lot more people that have graduated in five years.

A Bachelor's is a Bachelor's. Actually, in many countries, their 3 year degree program is equivalent to our 4 year program. Don't worry about it. Go for honours if you can though.
