Not really. Unless you have a HUGE rock, they usually either grind it smaller or chip it smaller. What's left is usually not usable in any form. You cannot really cut diamond.

Yes, you can, but it seriously devalues the diamond. If a 1 caret diamond is worth $1,000 (and this is just a random value) two 1/2 caret diamonds would be worth only $250 each, and 1/4 caret diamonds would only be worth $100 each. So you might want to think twice before you do it.

Yes you can but there would be lot of waste and the smaller diamonds would be worth a fraction of the value of the larger diamond.
