Did she write him a check and state LOAN on the notes? Is there any proof? If so, yes, she can probably take him to small claims court. Tell her to never, never, loan or give money to some dude again. If a man has to ask a woman for money, that is a red flag! Good luck!

Chances are she needs some kind of document to legally prove he owes her the money.
If there's no documented proof, consider it an expensive lesson in life.

Unless he signed an IOU or repayment agreement...she can't get it back. Without proof of it being a loan..... the courts will view it as a gift. Especially if they also lived together...which you didn't clarify.
