I want to know what gives non-traditional undergrads a chance at enrollment when completing against undergrads that pay more by living on campus?

There's no one website like that, but in answer to your question, admissions at most colleges are need-blind. That means that admission officers have no idea who will be able to pay what proportion of tuition, fees, and room and board costs.

As a matter of fact, many colleges have altogether separate admissions processes for traditional and non-traditional students, so non-traditional students are not competing against those right out of high school.
