Not necessary.It may be a simple matter of 'something caught her eye!' IE clothing, hairstyle etc..females will 'always' check each other out. its built into us!! we are so competitive!( boring!)
But on the other hand if its more' direct' it could well be! Go For it Girl!

I must be ugly cause I've never had a woman look at me for for that long I don't think, therefore, in my case I would think she was psychopathic or something.
