I bought a motherboard processor from someone and I hook everything up . All the fan seem to be working but I get a blank screen. I build computer many times before but this one I'm having problems with. It either the video card or the motherboard. How can I test this out to know for sure?

Take out the ram and see if you hear the beep noise. If you don't, then your motherboard is defective.
Also, if you have another computer, swap the video card to another system, if it doesn't work, then it is the video card, it works, then it would be the motherboard.
