Unfortunately they only have to be postmarked for 1/31 which means they can take it to the 24 hour post office and get it stamped at 11:59 on 1/31 and meet the legal requirement

This is bad but a lot of businesses do it; i dont understand why they would do this it just hurts the economy. the sooner i have my refund the sooner i can spend 1/2 LOL

I think it is like Jan 31, not sure though and i think it depends on your state as well.
