Like these two said basically, politely offer some mints or gum whenever he/she needs it. But be polite, don't shove it down their throat you know? If they deny it just deal with it or avoid them somewhat in a non-suspicious way.

You tell them, hey, you've got bad breath. Just tell them. They aren't going to cower in a corner. You aren't going to ruin their life. Just be blunt! I am. It's gotten me really far in life because people appreciate honesty and I am not subtle.
I've taken constructive criticism, too. I just get really quiet and reflect that I heard the person tell me something that sounds quite negative and then I do something about it.
It could be a book thrown at their head or a thank you. It all depends if they are just being plain mean or if they are sincere about something I can control.

Leave a pack of strong mints on their desk. This is not really worth going to the boss over. Unless they are totally clueless they may get the message and you can avoid any awkwardness.

I mentioned to a co-worker:
how fresh my breath felt every morning when I brushed my tongue using a toothbrush and toothpaste gel. After mentioning it 3 times, the other person looked at me and asked, are you trying to tell me something, subtly, to which I replied, well, to be honest but gentle and polite, yes.
it helped.

There's a website that will drop a hint for you out there! I can't find it, but I know I've seen one. Try an anonymous email and let them know that while it might be embarrassing, it also may be a health problem and you are just concerned for them and their social status.

That's a tough one. Maybe you could speak to HR (or the boss) and have them speak to the employee.
Or you could be passive/aggressive and continually leave mints on their desk.

Might not wanna do that. What if the person does not eat or something and that is why? I am on a massive diet and sometimes I wonder if mine does but I hope not.

carry gum or breath mints with you...and when they start to talk offer them one..if they refuse..than say no go a head you need one..in a casual like way....not to hurt their feelings and they will get the point........
