Regulus Black. Sirius Black's brother, Jk never wrote his middle name but I think it's pretty obvious that it's him. We know that Regulus was once a deatheater and that he had tried leaving them but once they had caught up to him he was killed. This might be the reason Regulus tried leaving the deatheaters, however I think there is alot more to it than all this.

It seems off balance to be able to kill people simply because they are muggle or muggle born and then have a fit when it's realized that Voldemort as a result of his killings is splitting his soul and storing it in inanimate objects so that he in essence never dies. Way before Regulus realized what Voldemort was doing to preserve his life he must have become a spy or simply realized it was wrong but was too scared to run right then.

I think it's Regulus but I don't know why other than the initials are similar.

Most people think it's Regulus (not Ruben) Black, Sirius Black's brother. He was a known Death Eater, but was killed for betraying Voldemort. This fits with the note, because R.A.B. says that he will be dead before Voldemort finds the note.

Regulus also fits because in book 5, Harry and the others find a locket in Number 12 Grimmauld Place (The Black Family House) that they couldn't open. This indicates that it might be a horcrux, because it might have some enchantment on it. The locket might still be at Grimauld Place, or Kreacher might have stashed it away somewhere.

Most bookies say Regulus Black. Although no one knows for sure, it's the most widely accepted theory.

In Chapter 28 of Half-Blood Prince, the following note was found in a locket recovered by Albus Dumbledore and Harry Potter:

To the Dark Lord
I know I will be dead long before you read this
but I want you to know that it was I who discovered your secret.
I have stolen the real Horcrux and intend to destroy it as soon as I can.
I face death in the hope that when you meet your match
you will be mortal once more.
R.A.B.

The locket was recovered in the belief that it was one of Lord Voldemort's Horcruxes. Harry, along with Hermione and Ron, started to investigate who might have had the initials R.A.B. Hermione searched the books in the school library for the names of any wizards with the initials, and found many wizards and witches with the initials, including Rosalind Antigone Bungs and Rupert "Axebanger" Brookstanton. However, neither Bungs nor Brookstanton have been seen or heard of previously in the series, and the protagonists brush them off as having any relationship with Voldemort.

There are no candidates specifically mentioned in the books having exactly R.A.B. as initials, apart from those identified by Hermione. However, there are several characters with surnames beginning with "B" and with unknown given or middle names, or whose initials might match "R.A.B." if they preferred to use their middle name as if it were their given name. There could also be characters who changed their surname, as by marriage.

The translator of the Portuguese language editions of the book, Isabel Nunes, revealed that, to be sure she was translating all references to "R.A.B." correctly, she asked Rowling the sex of the character, who told her the full identity of the character: "Regulus Arcturus Black."There is much evidence to support this, but it is yet to be confirmed by Rowling herself.

Its 99% certain its Regulus Black, as in translated versions, the letters are the same. ie Black in the German book was Schwarzes and the locket note was RAS
