WebReaper is actually pretty good for that. It's freeware.

if its one page, open the page up-->go to the file menu-->click save as-->save into a folder (not on cd yet)
make sure to put all of the pages you want in the folder, then burn the folder on the cd like this:
right click on the folder (the icon of the folder itself)-->click copy-->open up the cd (my computer-->cd drive)-->right click in the cd folder (should be empty)-->click paste
after its copied, it should have an option on the left side that says burn files on cd, or something pops up that says "files are ready to be burned onto cd"
click it, then go through the burning wizard....

note: this is for Internet Explorer, though the same should work for any browser on a windows computer
the web pages will not be interactive unless you have an internet connection

To save one website is easy: Go to it, then File>Save As. Then burn it to a CD

If you're talking about the whole domain, then you should ask the webmaster. If he/she says no, then I would just go to all the pages and save all of them, then burn it to a CD.
