Need the name of this "reggae" song.?

Question

I only know one passage, and none of them really go in any real order, I am always "out of my mind" when I hear the song.

Spliff after spliff I watch the smoke drift, up in the sky. I'm so high.

I know it's not much to work with. I am just hoping and praying someone knows that one passage, it is by far the most influential part of the song (in my mind). I appreciate it!
