Some resturants and clubs have free dance lessons on slow nights (like mondays and tuesdays) to get people to come in. Salsa is probably the most common in big cities in the US nowadays, but maybe you could find some other freebies. If you are a girl, you can just go to a dance and lots of guys will teach you for free. Just stay away from the sketchy ones.

If you are in Manila, Philippines, I give affordable or free dance lessons... salsa and other latin dances

For those who would want free dance lessons, completion of a dance course (5 months, once a week) is required, in addition to a year of practice and attendance in the group's social dances. Joining the free classes is more fun than the paid ones.
