Quite simple actually. A -1 exponent is identical to inverting the numerator and denominator of a fraction. For example (1/3)^-1 = 3/1 = 3. Moreover, x^-1 = 1/x. For your problem, you can simply erase the -1 exponent if you invert the terms of your fraction. It should lead you to:

. .. ... .... .... .. . 2 . .. ..
2x^2 - 2( 3x - ___ )^2
. .. . .... .. . . .. x^-1 . ...
_______________
28x^2 y^5 - 7xy +14

This is equal to

2x^2 - 2( 3x - 2x )^2
_______________
28x^2 y^5 - 7xy +14

If you develop this, you should obtain

2x^2 - 2x^2
_______________
28x^2 y^5 - 7xy +14

= 0

Minus one exponent means 1 divided by what you have in parenthesis. That is about it. so to simplify its 1 divided by each of those terms. in parenthesis. I cannot follow your symbolism in there but here it is.

1/28xnth2yx5 -(minus) 1/7xy +(plus) 1/14
