Of course the chick is wet still but on its belly it has a cord attached to a small dryed up looking sack. Do chicks have umbilical cords like dogs? if not what does this mean?

As you already know I am sure, newly hatched chicks must be kept warm and free from drafts, be properly fed and watered. If you don't have an incubator, a box with a light is fine. (A 2 x 2 foot box 12-15 inches high is adequate) The umbilical cord will fall off within the first 2 days.

This is how it got it's food while it was in the shell. It's a sort of umbilical cord.

Yes, it's an umbilicus, leave it alone, it'll go away.
