The doctor can tell if you are progressing yet when they do the internal exams to see if you are dilated. But, you can be dilated 1cm for weeks (I was for three weeks with my first-I'm the same as you now and have no dilation).

I would say if you lose your mucous plug and start to dilate that labor could be a few days away. I'm 39 weeks (due Monday) and well, I went to the drs today and I'm dilated to 4cm and lost my plug on Tuesday. I've been having a lot of pain so I wanted to make sure everything was ok..not contractions but other cramps and shooting pains. They said they think I would go this weekend. I haven't really had any other signs that labor might be near except what I mentioned above. With my first baby I woke up one morning all wet ( my water broke) and contractions started about 45 miuntes later. Another sign to look for is loose stool. Everyone and every pregnancy is different. You may not develop any signs..it may just happen all of a sudden. Good luck!

im 38 weeks and at 37 weeks i lost my mucus plug and was dialated to 2.well a week later i went to my doc and was dialated to 3.i have yet to have any regular contractions but i feel miserable!regular contractions,bloody show and your water breaking are some sure signs of labor.being dialated is definetly no assurance of impending labor until youre at least at 4 cent.also once you feel the baby drop its soon!youll be able to breath better and eat more when it happens.good luck!

you may lose your mucus plug or have bloody show pressure in your pelvis an uptick in the braxton hicks frequent urination and frequent bowel movements
