To better answer your question, all senators must reside or live in the state they represent. Senator Lugar was the mayor of Indianapolis once so I do suppose he still has a residence in Indianapolis.

he spends most of his time in Washington DC, but does have a couple of places in Indiana

I have seen signs with his name on it somewhere here in indianapolis
