A home health care agency that I used to do business with made stress balls using the helium quality balloons, and they filled them with fine sand. They worked really well.

Usually they are filled with crushed walnut shells. I guess you need a thicker rubber outer. Use modelling clay as a stress ball instead? Or perhaps use a thick nylon jersey cloth? It needs to be flexible but non-porous, right? Maybe you can go on craigslist.org for your city and ask for free stress balls, then you wouldn't have to make your own.

Use corn starch and push the excess air out before tying the balloon. Also, use a balloon that is suppossed to be blown much bigger, the rubber is thicker.

take a good size balloon, stick a funnel in the opening. fill with cornstarch. tie it off and squeeze until you fill better

Go buy a hand ball, like they use on a handball court. That shouldn't be very expencive and will last forever.
