how can i get a subpeona and do they all cost money if not how can i get a free one? Thanks

Do you mean how can you serve a subpoena? For what? What state do you live in? You can't just get a subpoena, you have to have a reason for it. For example, the purpose of a subpoena is to force/require someone to attend a court hearing and produce some sort of evidence to some thing, or to produce evidence/documents/information you have in relation to an investigation. Another, example, if you were a witness to a crime you could be subpoenaed to come to court to testify against the alleged assailant.

Also, the term "subpoena" is literally latin for "court order".

A subpoena is an order by the Court for a person to appear someplace or to bring something someplace. In general. Subpoenas are usually issued free, by the clerk of the Court. However, before the clerk will issue a subpoena, usually, a lawsuit has to be on file with the court issuing the subpoena. If you are suing me, you can ask the court to order me to appear someplace, and the clerk will not charge to issue the subpoena. But it will cost you money to file the lawsuit.

Subpoenas are issued by the Court clerk's office. Issuing a subpoena is free and the clerk's office has the subpoena form. The subpoena has to be served on the party and service costs about $30-$50 depending on how hard it is to find the individual to serve with the subpoena.

Generally speaking if you are civic minded enough to stick around when the cops show up and then do the almost unthinkable to telling us you saw something... you can get 1 for free!
Of course another way to get one without initial cost is to repeatedly sexually harass one of your subordinates in the work place. That will also generally result in you being promoted up until you no longer directly supervise people (at least at the Boeing Co.).
Another good way to do that is to cheat on your taxes and get caught.

If you are looking to have someone come into court for you as a witness, then you can ask the court to issue one. You cannot just go and get one yourself.
