I recommend the use of the Windows startup manager http://www.neosoft-tools.com/windows-startup-manager.htm
It disables any startup programs and fully controls startup by selecting the programs to be launched, while customizing the startup settings (ie how often and when programs should be launched, etc).

the speed that a computer boots up depends on its processor, memory, software (ie: windows/apple), any software that loads when started, any virus programs, firewalls, and then if you have cable or dsl and its always on, then it also has to connect to that.
I have a top of the line sony media machine, its decked to the hilt and I have 2 gigs of RAM. Even mine takes almost 2 minutes to get every last thing done, open and to an idle speed.
The more you have in your start folder in your programs menu and the more icons you have in your task bar next to your clock, the slower your machine will work when opening and when running.

Click start >>Run
Type:
msconfig
then press enter
A window will appear. Click the last tap (Start up)
If you are using Windows xp, it's safe to choose "Disable All"
Then OK.
You'll be asked to restart your computer.
