No. Hilliary Clinton has one of the largest, if not the largest war chest of any candidate. She has opted not to take public funding as it would limit her ability to use what she already has.

No, she will not use public funding. Most of her democratic opponents for the primary and definitely her Republican opponent for the general election (assuming she gets the nomination) will not use public funding either.
