....the funding of those line items which directly SUPPORT the troops.

Budgets have certain line items. There are line items for US troop salaries, living expenses, food, weapons for troops, uniforms, boots, etc. The budget is all laid out, clear as day (or at least it should be). Pelosi and followers maintain that they will not cut funding for Iraq war because they support the troops.
BUT !
all of those billions do not "support the troops"
much of that money goes to contractors and their thousand dollar a day security people.
So discontinue funding for these contractors! Fund only those services that benefit the troops. Period!
Haliburton provides food and water?
Fine Get some other company to do it, and at far less cost.
The Congress can deny funding
except for those services which directly support the troops.
And they could do it if they really wanted to! They're just too lazy and ignorant to spend the time it would take to restructure that budget.

One small problem with your ranting testimonial is that there is no way to cut one item from the military budget without it affect items down the line. There was a screaming out cry when not enough vests were provided and you are complaining about who brings the troops water? In heat that reach 150 in the shade - water is pretty dang important.

By cutting out funding for contractors you are telling the troops put down your guns - and do these guys job on top of yours.

Without someone providing food and water - the troops in the field are left with water that has been in cans for days on end - MRE food packs in cans.
Don't know about you( were you there or just an armchair adviser ?) but my son was out for weeks on end while in Iraq. He had horror stories about opening those cans and the swish vacuum sound the mushed globs made.
They looked forward to something that was semi-fresh and looked like food. Or a drink of fresh water that didn't boil when placed in a cup because it rode on the side of a vehicle for days.

The contractors provide necessary things to the troops on the ground. You are correct that there is a lot of waste there. Some of this came from no-bid contracts to companies like Haliburton. But you can't ask someone to go into a war zone to provide food and ammunition for troops and not be protected. You can blame the Republican Congress for giving away the contracts without competing them, but a deal is a deal--unless the companies fail to keep their end of the bargain, the United States is still morally and legally compelled to keep their end of these deals.

The Democrats in Congress are making an effort to control how war funding is used. In fact, a main area of concern and a goal for improvement is to be sure that money we are donating to Iraq for security training and personnel and other purposes comes with strings attached guaranteeing its good use, along with the threat that the aid will not continue if there is no improvement in the situation there.

Even a Far Left Wing ACLU Adoring Hyper-Liberal like Nancy Pelosi knows to deny funding is tantamount to leaving the troops high and dry in the midst of a life and death struggle.

Even the treasonous John Murtha knows that ... Hyper-Liberals as Leftist as Left can be know better...

So far the Democrats with their array of Surreal Hypocritical Candidates continue to alienate the vast majority of Americans by quoting their sages like Sean Penn and Barbra Streisand and the Baldwin brothers as their shining examples of Statesmanship.

Does any one think Osama Hussein Obama Baraca a Muslim endorsed by Oprah of all people, could lead this great nation ...? The Liberals do!! Ugh utter madness but what fun!

The Dems lurch from pathetic Fruitcake (Howard Dean) to Fruitcake for "leadership"! Hypocrisy to hypocrisy ....

Millions are anxious to hear Hillary "Lightening Rod" Clinton debate the likes of statesman such as John McCain and Rudy Giuliani ... !!!

You should learn a little about haliburton before you go and shoot your mouth off. There are only 2 companies in the world who can do what haliburton does (step in tomorrow, any where in the world and getter done!), and the other one is a german company. I'd rather have our guys do it. Before anyone tries to argue with me on this, my brother works for the "evil" haliburton.

Maybe it has a little thing to do with a thing called political suicide.

Many of the Democrats who won were blue dogs who supported the war. Your democratic politicians are doing you a favor by stopping you from shooting yourself in the foot.

THESE FOLKS MAY BE MISGUIDED SOULS WONDERING IN THE FOREST WITHOUT A CLUE BUT THEY ARE NOT TOTALLY STUPID. CUTTING FUNDS WOULD IMMEDIATELY MARK THEM AS DUMB AS A BOX OF ROCKS IF ONLY ONE OF THEIR CUTS COST THE LIVES OF TROOPS OR INNOCENTS. BACK IN '75 THE DEMOCRATIC CONGRESS WASNT QUITE THAT SMART AND 2,000,000 DEAD LATER GEORGIE MCGOVERN SAID "OOPS." THE DEMS MAY HAVE LEARNED A SMALL LESSON AFTER ALL---BUT I SERIOUSLY DOUBT IT.
