My Cingular voicemail won't work!!!?

I hold down '1' but it says call cannot be completed as dialed...
I have an unlocked phone.
COuld that be the problem??
Please help me as to how i fix this

Check your manual... Call Cingular or take your phone in...

you gotta pay for it............cingular is gay by the way..........you got to pay for text messeges toooo..............cingular is so ......STONE AGE
