size and name... traditionally universities were larger and had graduate programs. still to this day one can receive a doctorate at a university, which is much rarer at a college. colleges these days also often have graduate programs though, so I woud say the difference comes with the name of the place...

a university is a set of colleges.

For example the college of business at Arizona State University.

A college that is not a part of a university is generally a lot smaller, but probably still offers degrees in a wide range of fields.

Being accepted at a University does not guarantee you will be accepted at the college offering the program you wanted.

The difference is in the size of the professors' ego and pay - larger at a university and smaller at a college.
Seriously, a university is usually larger than a college (a university can be composed OF several colleges). Basically, the terms are interchangeable.

It has to do with the amount of money they get from the state. University's get more, because they are usually larger. The state legislature and governer has to sign off on whether an institution gets university status. At least that is how it is in Arkansas.
