The easiest way is to use an oil based eye makeup remover (Clinique and Loreal have one that is half oil, you can tell because the bottle is two toned before you shake it). Use a pure cotton pad (not balls which can leave fibres in your eyes) to wipe the mascara off.
I've just started using Mirenesse Mascara particularly because it is removed with water. I was a bit skeptical but it coats your lashes and you just pull the coating off in the shower. Love not having to use makeup remover on my eyes now.

If you wear contacts, don't use anything that contains oil. Cover Girl eye makeup remover comes in an oil-free form. Saturate a cotton ball and wipe off the makeup. Make sure the cotton ball is pure cotton - those nasty ones that aren't pure cotton can make microscopic cuts to your skin.

Almay has an awesome eye make-up remover. They have oil free, and moisturizing. They both work phenomenally, even if they are a bit expensive( about $5) And it doesn't leave any residue. You can get them at pretty much any store, like Safeway, Wal Mart, K Mart in the Almay section.

I use Avon makeup remover with moisturizer...it takes it completely off without drying your skin. A bottle is about 3.00 and lasts forever cause a little dab will do ya!

You can use any eye makeup remover that's oil free. And soap and warm water work also. Vaseline is also a good makeup remover but its greasy. Avon has a very nice eye makeup remover. That's what I use.

Any eye makeup remover works well- just use something that's safe for your eyes since the skin around your eyes is so vulnerable to damage and wrinkles. And always blot, never rub.
