No way to tell from this pic, because I don't know the age or size of the fish. When they are very small males and females are EASY to confuse based on body difference. Give me a close up view of the anal pore and i could tell you if she's over 2.5 inches long. Goldfish are not the easiest fish to sex, not the hardest but not the easiest. The only sure fire ways are, females get gravid with slow increase in temp from LOW (10-15oC) up to 22oC or more. Slow as in a month or more. Males get breeding stars in warm water (over 22oC). When they are bigger its easier to tell all year round as the anal pore of the male is convex and the female is concave.

There are a couple methods you can try, but most are a judgement call and all need a fairly mature fish.

The only definitive way is the presence of tubercules during breeding season (male) or to see the actual spawning.

Other ways include "roundness" of fins or abdomen, "thickness" of the dorsal ray, and shape of the vent:

You need a full side-view to tell. Other than breeding tubercles and eggs, vent shape is the ONLY other way to tell. (none of this fin shape, thickness crap) And its not guarenteed.
