Refresh rate, I believe that you are referring to the rate at which the RAM recovers from being written to by a program from any source. That information is found in the set up area of the computer, This is the area where most functions are set, such as the hard drive, and the CD type drives, and so forth.
One question I have to ask is the basis for your question. I ask because Windows has a very bad habit of not releasing RAM after the information written to it is no longer needed. A third party RAM manager might be what you need to free up RAM space that is needed for other things rather than just sitting there loaded with information no longer needed. RAM not released after what has been written to it is no longer needed will cause your computer to run slower, until it finally locks up. The speed of your RAM may also be important for a function you are trying to run. That would require simply replacing the RAM with newer, higher speed RAM, provided that the mother board can support it.

Start Menu > Control Panel > Display > "Settings" tab > [Advanced] > "Monitor" tab > change the refresh rate > [Apply] > [O.K.].

right click empty spot on desktop. propertys>settings tab>advanced> monitor tab?> refresh rate should be selected..typically 60 hertz but could be as high as 75hz
