Quator, pronounced "water" is a great chrome or aluminum polish. If you just have general dirt, you can use 0000 steel wool and some dish soap and water. Assuming factory chrome, if a chrome shop did the work, them test the 0000 in an inconspicuous spot first, to make sure you have a good chrome job.
If you can't find Quator, then Flitz or Simichrome is OK.

Any metal or paint polish will work. However, it won't protect for long. Those exhaust pipes get way too hot. The polish will just burn off.

Most of the windshield washer fluids today contain no ammonia. I don't know of any reason why you can't use it for polishing purposes. Don't know why you'd want to, but can't think of any reason why you can't.

Everyone has their personal preferences. I always liked Happich Simichrome polish the best. It's basically a jeweler's rouge. It's expensive, but worth it in my opinion.

Wizards or Mothers is the best in my opinion. I am not sure what your question is on the window wash. Most of the "blue" or "purple" wash that is sold in gallons contains methanol and not ammonia.
