You don't exactly crochet them. Decide the length you want, double. Fold in half. Using the hoook at the "bend" go thru the junction, coming across and grab the two sides and pull through, liking making a U. Pull and then tie in knot once by hand. When done cut off the ends to make them all even.

I had had the same crocheted shawl for more than ten years with this type of "fringe" and washed it without problems or losing any fringe.

it depends what type of fringe you want. The easiest is to cut length of 6 inches, fold on half. Pull it through the end stitches where you want it and make a slip stitch. If you want a more refined fringe this won't work.
