Pluto follow the orbit rules for motion around the sun. Hence it performs planetary motion. It is smaller than a full planet. Therefore it is a dwarf planet.
If a celestial object does not orbit the Sun than is not a planet. Pluto does not fall into this category.
There is a cartoon character called Pluto which is a dog.

A dwarf planet. And its not just the small size that got it down graded (look at Mercury, still a planet), Pluto's orbit is out of line with the rest of the planets.

under the new rules ot is not classed as a planet , is probably a lump of ice covered rock as in the asteroid belt
