As a ripoff version of Kipling's Mowgli, Tarzan was formed in the mind of his creator without a beard and after the first book was released with a picture on the front of a full grown beardless Tarzan, it was too late to change him.
Most of the Mowgli stories happen when Mowgli is so young he hasn't grown a beard yet.

Edgar Rice Burroughs, in his frirst Tarzan book covered this in 1914 and notes such in later books. Besides most of the natives shaved, ever run around in the jungle with a full beard?
So, the author covered all his bases and we know why he was not the "Father Christmas of the Congo".

Well since he is supposed to be a child from a Europian caucasion family, that is a good question. I would have had a beard down to my chest(figuring he is mid to late 20's). Maybe he burns it off with fire?

Because when they started filming the old movies and television show facial hair was considered crude and disgusting. Remember everybody was very clean cut, short hair and if there was a mustache it was very well trimmed.

Because of his genes.
Some people are hairier than others because of their parentage. (It's a result of human evolution) Just because he dosent' shave, it dosen't mean he dosen't have a beard. Example: You see lots of Scottish people with beards, but how many Native American people do you see with facial hair?

Well, maybe he was of Native American origin... Europeans were always surprised to find natives "hairless" - they expected Savages to be hairy as per their ideas of the Wodeman or Wild Man.

its because he lived in the jungle it is impossible to grow a beard in the jungle. plus cheetah didnt like to kiss him when he had a beard
