Everything is working fine, but it just is slower than my p4 2.66. It seems to recognize the two cores in the performance monitor. Do I need to do anything else? Do I need to re-install windows?

Shouldn't be necessary, just make sure your motherboard's drivers are up to date.

There may be a specific driver to update just for the 820 CPU.
Or there may be a new BIOS to allow better support for the new 820 CPU

The 2.8 GHz Pentium 820 may or may not be supported by your motherboard. It is a good idea to check the cpu compatibility list of your motherboard before changing the cpu. It may need a different bios or might not be supported by the motherboard. The voltages may be wrong. In any event, reinstalling windows isn't necessary to change a cpu.
