Well i was a very long time ago one of those kids on the milk carton and people shouldn't look at the reward but look at the emotional reward, sure the money would be nice but would you not feel better knowing that a person was reunited with their family. Most of that reward money is put up by the families.

No, only if they ask someone to pretend they kidnapped them and offer to give the other person 1/2 the money to say they "found" the kid.

No, because they would probably not want to be found, be being held against their will, or already dead. Probably missing for one of those reasons.
