I would identify four key elements: democratic institutions, market economies, educational opportunities, and personal security. In the long run, none can exist without the others, though the emphasis must change from country to country. Democratic institutions can protect ethnic/national minorities from abuse by the majority, while market driven growth can provide them with hope and opportunity. Education is a key to taking advantage of both. Perosonal security is a more fundamental human need than any other, which is why the main strategy of terrorism is to undermine personal security, thereby atomizing society, destroying faith in democratic institutions and blocking economic growth. Where terrorism cannot be overcome, democratic institutions and market economies cannot take hold. When, on the other hand, corrupt authoritarian regimes rule in the name of security, national and ethnic minorities may be driven to violence in the hope of protecting their interests. Thus, governments in violence torn regions must be ready to whatever force necessary to subdue terror and guarantee personal security, while at the same time offering minorities the opportunity to participate in the political system, along with educational opportunities and the chance to benefit fully from economic growth.

How about a fleet of B-52, B1, & B2 bombers at 50,000 feet dropping bombs on Baghdad until they learn to get along with each other. This seemed to work in WWII. Basically it made the people so sick of violence that they decided to live peacefully for the past 60+ years. So maybe we should try it again.

I AGREE WITH BOB.
I LOVE OUR GREAT BOMBER FLEET AND DON'T SEE WHY THEY CAN'T DO IT.
WE CAN DROP OUR DROPS DAY AND NIGHT AND THE BAD ARSES CAN'T DO NOTHIN.
