Pretty simple. It's dichlorotriethylenemonophosphorictriacetatfluromethananolotricarbonate in a little water. You can make it yourself.

First of all is that it isnt windshield wiping it is windshield washing solution. Secondly it is so easy. The solution is made of windshield wiping fluid.

It is mostly filtered water, followed by small amount of isopropol alcohol, small amount of detergent (degreaser) and in more expensive ones, little bit of glycol to lower the freezing point than just alcohol and blue coloring. In any case it's mostly water.
